It was a tradition in the 1920's and 30's that blues and jazz musicians would play at house parties and pass the hat around. They were also called "rent parties" because as well as raising money to pay the musicians, the money went toward paying the host's rent. According to that venerable source of true facts, Wikipedia, the word "skiffle" is defined by the lesser-known Oxford English Dictionary as "rent party". The Dictionary also says "boogie" is a term for rent party. For those of you not old enough to remember, "skiffle" is a genre of music, similar to jug band music, and if you don't know what jug band music is, its an up-tempo swing jazz style - sort of. The house parties, or rent parties were swinging, goodtime, happy affairs.
